Terms of service

Last updated 13 October 2026

These terms are an agreement between you and splumapro ("we"), the operator of Spluma Pro, for the use of the service. By creating an account or uploading a submission you accept them.

The service

Spluma Pro reads the documents you upload for a land use application, checks the figures against the City of Cape Town's Development Management Scheme, computes departures, analyses title deed conditions and drafts a motivation report for you to check. It uses automated reading and AI writing, which can make mistakes. It is a review and drafting tool for professionals, not planning or legal advice: you check every figure and argument, you sign the report and lodge it under your name, and the City decides. We do not promise that any application will be approved.

AI can be wrong

Spluma Pro's findings, figures, arguments and suggested fixes come partly from AI. AI can be wrong: it can misread a document, apply the wrong rule, give an answer that is not valid, or sound sure when it is not. Treat every suggestion as a prompt to check, not as an answer. Before you change a drawing, a figure or a report because of something Spluma Pro says, a person qualified to judge it must check that the suggestion is correct and actually applies, against the documents, the Development Management Scheme and the other law that applies. We are not responsible for changes made on a suggestion that was not checked.

If you find a mistake, please tell us through Help us improve in the app or by email to [email protected]. You can also send ideas for making Spluma Pro better there.

Payment

  • The scan is free. Unlocking and fixing one project (one application for one property) costs R4 999, paid once per project. Prices are in South African rand.
  • Yoco, our payment provider, processes the card payment. Your card details stay with Yoco.
  • Payments are non-refundable, except as set out in our refund policy or where the law says otherwise.
  • We give 30 days' notice of any price change. A change never affects a project you have already paid for.

Acceptable use of the AI drafting

Spluma Pro's AI writes arguments, findings and draft text from the documents you upload. When you use it you agree:

  • To upload only documents you are entitled to share for the application, and to keep personal information to what the application needs, as POPIA requires.
  • To review every draft before you use it. You are responsible for what you lodge, sign or send, including any text the AI wrote.
  • Not to use it to mislead the City, a tribunal, objectors or anyone else: no fabricated figures, documents, studies, consents or signatures, and no misrepresenting a draft as a registered planner's own unchecked work.
  • Not to use it to harass, defame or target neighbours, objectors, officials or any other person.
  • Not to use it for anything unlawful, or to infringe anyone's copyright or other rights.
  • Not to try to extract the system prompts, get around usage or payment limits, overload the service, or use it to build a competing product.
  • Not to upload malware, or content unrelated to a land use application.

We may refuse a run, or suspend an account, that breaks these rules.

Your documents and the output

You keep the rights to what you upload and to the reports Spluma Pro produces for you. You give us permission to process your documents only to run the service for you. See our privacy notice.

Your account

  • Keep your sign-in secure. You are responsible for what is done with your account.
  • You can stop using the service at any time, and ask us to delete your account and projects by emailing [email protected].

Liability

To the extent the law allows, our total liability is limited to what you paid us for the project the claim relates to, and we are not liable for a referral back, a refusal, delays, holding costs or other indirect losses, or for decisions made from the output. Nothing here limits your rights under the Consumer Protection Act where it applies.
