How it works

What happens to your application, step by step

Spluma Pro runs your submission through six steps, each with one job. Here is what goes in, what each step does, and what you get back.

What you upload

Whatever you would lodge with the City, as PDF or images. Scanned pages and photos are read too.

  • The motivation report, if you have one (or start from the form and let Spluma Pro draft it)
  • Site development plan, floor plans, sections and elevations
  • Area and unit schedules
  • Title deeds and SG diagrams for every erf
  • The application form and power of attorney
  • Any supporting reports: traffic, heritage, engineering services

Missing something? The scan says what is missing and why the City would ask for it, rather than guessing.

The six steps

Steps one to four make up the free scan. Five and six run when you unlock the application.

  1. 01

    Facts file

    AIFree scan
    Reads
    Every document you uploaded.
    Produces
One facts file: each figure exactly as each document states it, with the document and page it came from. Totals are recorded as stated, never corrected, so disagreements stay visible.
  2. 02

    Rules engine

    CodeFree scan
    Reads
The facts file and the DMS rules for the zone.
    Produces
Floor factor, coverage, height, street and common boundary building lines per storey, and parking. Each limit shows the DMS item and table it comes from. Every departure is written in the City's "X m in lieu of Y m" wording, with a note on which one is cheapest to design out.
  3. 03

    Consistency check

    Code + AIFree scan
    Reads
The facts file, the rules engine's results and the text of the submission.
    Produces
Totals against their breakdowns, figures stated two ways, blank deed numbers, departures needed but not applied for, legislation cited by the wrong year or section, skipped Section 99 considerations, missing annexures, and personal information the City would publish.
  4. 04

    Title deed analysis

    AIFree scan
    Reads
The title deeds and the proposal.
    Produces
Each condition classified (who imposed it and what it restricts), tested against the proposal, with a recommendation to remove, amend or leave it, and drafted amended wording.
  5. 05

    Drafter

    AI + codeAfter you unlock
    Reads
Everything above, plus the proposal as you describe it on the form.
    Produces
The motivation report, written to the Section 99 headings. The drafter can only reference figures; code fills them in. The schedule of applications and the annexure list are written by code.
  6. 06

    Case officer and objectors

    AIAfter you unlock
    Reads
    The draft motivation.
    Produces
A readiness score and verdict as a case officer would see it, the likely decision route, unsupported claims, and the objections neighbours are likely to raise. A draft that falls short goes back to the drafter once.

What you see while it runs

The application page shows each step as it finishes, and findings appear as soon as they are found.

Agents working
  1. Facts file

Extracts every figure from the documents, with where it was found

  2. Rules enginecode

Computes every departure from the DMS, in the City's wording

  3. Consistency check

Reconciles every figure and proofreads the submission

  4. Title deed analysis

Classifies each condition and drafts amended wording

  5. Drafter

Writes the motivation by Section 99, figures filled in by code

  6. Case officer and objectors

Tests the draft as the City and the neighbours would

Units stated as 24, floors add to 23

Critical

The report states 24 units, but the floor schedule gives 6 + 6 + 6 + 5 = 23. Every figure that depends on the unit count follows it.

Unit count

Parking departure applied for on the wrong requirement

Critical

At 23 units in PT1 the DMS requires 29 bays, not 30. The parking departure shrinks by one bay once the totals are fixed.

Parking

What stays with you

Spluma Pro prepares. You decide.

Spluma Pro does not lodge anything, contact the City, or sign anything. You read the audit, accept or change each fix, edit the motivation, and lodge it under your name. Nobody can promise an application will be approved; the City decides on the merits. What Spluma Pro removes is the avoidable back-and-forth.
