About

Built for the people who prepare land use applications

Spluma Pro is a review and drafting tool for town planners in Cape Town. It takes on the reconciling, computing and first drafting, so the planner's time goes on judgement.

Why it exists

Preparing a land use application means holding hundreds of figures consistent across a report, schedules, plans and title deeds, against a scheme that is amended every year or two. Keeping all of it in line by hand takes hours, and whatever slips through comes back as a query from the case officer.

Each query is more time for the planner and the client. Finding them first is exactly the kind of exhaustive, careful checking that software does well.

Spluma Pro does that checking, applies the Development Management Scheme in code, and drafts the motivation in the structure a case officer reads it in. The planner reviews it, signs it and lodges it.

The AI behind it

Spluma Pro runs on top-tier, state-of-the-art reasoning models such as Opus, Fable, GPT and Astra, at their highest reasoning settings and combined so each step gets the model that does it best. We keep the choice of model under review and move to a stronger one when it does the work better.

The models read your documents and write the arguments. Every figure still comes from code, so a better model makes the drafting sharper without ever being trusted with the arithmetic.

The free scan already runs on these models. Paying for a project puts them to work on the rest: every issue in full, the departures and title deed wording, the motivation report, and the case officer and objector reviews.

Who it's for

  • Town planning firms preparing departures, consolidations and title deed applications for the City of Cape Town.
  • Architects and developers who want a submission checked before it goes to their planner or to the City.
  • Sole practitioners who don't have a second pair of eyes in the office.

What we believe

Planners carry the responsibility

A motivation is lodged under a registered professional's name. Software should make that work more exact, not take it out of their hands.

The avoidable should be avoided

A case officer's time is best spent on the merits of a proposal, not on a unit count that doesn't add up.

Figures need a source

A number that can't be traced back to a document and a rule doesn't belong in a report to the City.

Honest about limits

Nobody can promise an approval. We say what the tool checks, what it doesn't, and where you need to confirm.

Where it's going

Cape Town's scheme comes first because it is where the work is. The rules engine is built per municipality, and other metros' schemes are next. If your firm works in another municipality and wants to be early, tell us.
